  • Background of the Establishment of Advanced Science & Technology Research Agency
    • The urgent need to secure transformative technologies for future technological sovereignty
      • The competition to secure transformative technologies for the continuous acquisition of future growth engines at the national level is expected to intensify rapidly.
      • Major countries are also introducing new research and development support systems, benchmarking DARPA, to secure transformative technologies preemptively.

    • Lack of R&D system for securing innovative source technologies
      • Although the domestic investment in science and technology is at the level of advanced countries, the system to support the acquisition of transformative source technologies is still insufficient.
      • Various innovative R&D efforts are being pursued to solve national issues and secure future growth engines, but there are limitations in their practical implementation.
    • Need for a flexible and advanced R&D system
      • There is a need for a paradigm shift from the past fast-follower model, where goals and success formulas were clear, to a bold and challenging leading research model.
      • A flexible R&D model that repeats planning and exploration, rather than a linear approach of 'basic-applied-development,' needs to be applied.
      • Introducing a new research management program that allows proactive project management based on a clear definition of technological limits and challenge areas is necessary.
